David Conway to lead NL’s statutory review of Independent Appointments Commission

The NL government has announced the appointment of David Conway to lead the statutory review of the Independent Appointments Commission as per the requirements of the Independent Appointments Commission Act.

Conway earned a degree in economics from McGill University and a law degree from the University of New Brunswick. He was called to the Ontario and the NL bar. He has fifteen years of experience in labour and administrative law. He became the Newfoundland and Labrador Labour Relations Board chairperson from 2017 to 2022. He was formerly a co-chair of the Newfoundland and Labrador Labour Management Arbitration Committee and is presently serving as a neutral arbitrator, adjudicator, and independent legal counsel.

Conway has experience in various types of proceedings, including labour arbitrations, judicial reviews, workers’ compensations hearings, employment insurance hearings, human rights proceedings, collective agreement negotiations and statutory reviews.

He has also taught labour relations at the graduate level at Memorial University. Conway is a Law Society of Newfoundland and Labrador’s disciplinary panel member and instructs at the Bar Admission Course.

The Independent Appointments Commission provides merit-based recommendations to agencies, boards and commissions that deliver services, including health care, education, and the province’s natural resources management. Conway is expected to lead a statutory review process that will help improve the legislation's overall efficiency, effectiveness, and outcomes. The review will explore the timeliness of recommendations, encourage more citizens to seek appointments and maximize the diversity of qualified candidates and regional representation.

“The Independent Appointments Commission provides an important service to the province, ensuring a fair and merit-based process is followed when appointing members to serve on our agencies, boards and commissions. I look forward to Mr. Conway’s review and recommendations,” said Siobhan Coady, Deputy Premier and Minister Responsible for the Public Service Commission.

The government has also invited interested parties and individuals to contribute to the statutory review by providing written comments by May 17 or participating in the online public consultation meetings scheduled on May 8 to 12. Conway will deliver his final report to the Minister Responsible for the Public Service Commission by May 31.
